Our Columbia County Commissioners discuss the Senate Bill 766 on video.

This bill expedites the permitting process of "regionally significant" Industrial sites (recall that Port Westward was zoned Prime Agricultural when the Port bought the property and rezoned to rural industrial in November of 2013.) to increase shipping of explosive Bakken Crude among other incendiary fossil fuels from the banks of Port Westward. Judging from this video it is not clear to me that these commissioners nor Port of St. Helens director Patrick Trapp understand this confusing bill and how it works.
