Ethanol plant in Clatskanie, built with $36 million in Oregon loans and credits, now shipping crude oil
The plant's switch to crude came with little public notice. At the state level, the owner only had to modify an existing air quality permit, a routine move.
"Ethanol tanks paid for by taxpayer dollars were transitioned into oil tanks without the public knowing about it," said Brett VandenHeuvel, executive director of Columbia Riverkeeper.
